CONSTITUTION OF ISM ALUMNI ASSOCIATION (As amended on 11.2.1979)

  1. Definitions : In these articles ,unless is anything in the subject or context :

    •  School means the Indian School of Mines.

    • Director means the Director of the School.

    • The Association means the ISM Alumni Association.

    • Member means a member of the Association.

    • Executive Committee means the Executive Committee referred to in Article 6.

    • Local Chapter  means a chapter referred to in Article 7-1.

  2. Objects: The objects of the Association are:

    • To enable the School alumni to keep in touch with the School and with each other.

    • To promote and foster espirit-de-corps amongst the past and present students and the teachers of the School. 

    • To contribute towards furtherance of science and technology relating to the academic activities at the School.

  3. Patrons, headquarters and Association year:

    1. The director shall be the patron of the Association ,with the right to attend any meeting of the General body ,and the Executive committee ,etc. He shall be kept in touch with the activities of the Association through circulation of all meeting notices ,agenda papers ,minutes and circulars etc.

    2. The Association shall have its headquarters at the Indian School of Mines,Dhanbad-826004.

    3. The Association year shall commence on 1st of April every year and shall end on 31st march of the succeeding year.

  4. Membership :

    1. Membership of Association shall be of three types

      • ordinary member

      • Associative member 

      • Honorary member Honorary members shall not have any right of voting or of being elected to any office in the Association.

    2. Every person who has received a graduate or post �graduate diploma or degree from the School shall become an ordinary member of the Association for life on payment of a membership fee of Rs. 100/- payable either in lump-sum or in two installments within a total period not exceeding six months.

    3. Associate Membership ,on payment of an annual subscription of Rs. 15/- (in advance ) shall be open to 

      • Every teacher (including visiting teacher) of the School

      • Every participant in any short term course offered by the School.

    4. Any other person who takes very active interest in the Association and its activities may, on the recommendation of the Executive Committee ,be declared an Honorary Member of the Association .This membership, will be limited to a total of five persons in the first year , and not more than one person per year shall be added to the list in any of the succeeding years.

  5. General Body 

    1. The General Body of the Association shall consist of all Ordinary Members and Associate Members not in arrear of payment of annual subscription of the Association.

    2. The General body shall hold its Annual Conversation at ISM ,Dhanbad , at the time of the Annual Basant or at any other time before 31st march each year ,when it shall,

      • Consider the annual Report and statements of accounts of the past year presented by the Executive Committee

      • Consider any matter presented by the Executive committee.

      • Elect from amongst its ordinary members a President,a Vice President , a General Secretary , a Joint Secretary and a Treasurer of the Executive Committee for the next year ,so however that either the General Secretary or the Joint Secretary shall be a member working in the School

      • Elect from amongst its ordinary members an auditor for the next year ,and

      • Elect from amongst its ordinary members representatives on any bodies of the School on which it may have representation. All elections shall be made by a simple majority of the General Body voting ,either in person or through postal ballot. 

    3. Other meetings of the General Body may be convened by the Executive Committee and shall be convened if 40 members so desired in writing

  6. Executive Committee

    1. The Executive Committee of the Association shall be constituted of

      • A President

      • A Vice president

      • A General Secretary

      • A Joint Secretary

      • A Treasurer

      • A representative of every local chapter ,who must be an Ordinary Member

      • The Editor as nominated under Article 6.3

    2. The Executive Committee shall take office on the 1st of April every year and shall hold office for a period of 12 months thereafter on till a duly constituted new Executive Committee takes over.

    3. If the Executive Committee decides to start any alumni publications, it may nominate an Ordinary Member as the Editor and also an Editorial Board from amongst its members.

    4. The function of the Executive Committee shall be to conduct the affairs of the Association ,to sanction expenditures and to maintain accounts.

    5. The Executive Committee shall have the power to frame regulations for carrying on its functions.

    6. The Executive Committee shall have the authority to take appropriate measures with respect to any member of local chapter as it may deem fit in the interests of the Association. Every measure so taken shall be reported at the next annual Convention ( or the General Body meeting) for ratification

  7. Local chapter:

    1. School alumni residing in any particular place or area outside the district of Dhanbad, may organize a local chapter of Association ,with the previous permission of the Executive Committee and subject to such conditions as may be stipulated by the latter from time to time ; so however that the Executive Committee may accord similar permission to any ISM alumni Association already functioning in any particular place or area.

    2. Every local chapter may draw up its own rules, within the framework of this constitution and subject to approval by the Executive Committee , for carrying on its activities.

    3. A local Chapter may admit ,at its direction and on payment of relevant Chapter fee , Chapter Members from amongst suitable and interested candidates .Non- alumni Chapter Members shall not be deemed to be members of the Association.

    4. Every Local Chapter shall elect a Chapter Chairman , a Chapter Secretary ,a Chapter treasurer and such other chapter office bearers as may be required under its rules.

    5. Every Local Chapter shall itself collect the funds ( through annual subscriptions etc) necessary to fully meet the expenses of its activities.

  8. Funds and Accounts:

    1. The income of the association shall consist of:

      • interest on membership fees of Ordinary Members

      • Annual subscription of Associate Members ;and 

      • Donations ,and gifts , etc .,from members ;and non members.

    2. All funds of the Association (excluding those of its Local Chapter) shall be kept in the State Bank of India, ISM Branch operated jointly by any two of the following

      • The president

      • The General Secretary or the Joint Secretary , whoever is working in the school;

      • The Treasure;

    3. The Executive Committee shall have the authority to incur all necessary expenditure on the activities of the association.

    4. The Executive committee shall maintain accounts of its income and expenditure during every period of 12 months from 1st of January each year to the 31st December and shall get the same audited by the 31st march following by the auditor elected under the clause (iv) of Article 5-2.

  9. General:

    1. An amendment of modifications to this constitution can be made by the two-thirds majority of the members of the General Body voting (either in person or through a ballot) at the Annual Convention .Suggestion for amendments must reach the President in writing at least 30 days before the Annual Convention..

    2. All other matters at any meeting of Executive Committee shall, if necessary ,be decide by a simple majority of the members present and voting.
